Communications, Command and Control, and Cyber (C3 & Cyber)
The office of Communications, Command and Control, and Cyber (C3 & Cyber) provides the leadership for functional and acquisition oversight of all critical war fighting communications, command and control, and cyberspace capabilities in the Department of Defense (DoD). Additionally, the office performs the responsibilities of the Principal Staff Assistant for non-intelligence space systems supporting the DoD leadership.
Mission & Roles
- Lead the development and implementation of Department-wide communications, command and control, and cyberspace architecture, technical framework, standards, and strategic approaches
- Perform Overarching Integrated Product Team responsibilities for selected Major Defense Acquisition Programs and Major Automated Information System programs
- Lead or support Analysis of Alternatives and studies as directed for selected capabilities
- Perform acquisition-related enterprise wide portfolio management and net-centric systems engineering across space, air, ground, maritime, and cyberspace domains
- Guide and facilitate the communications, command and control, and cyberspace capabilities development through the Joint Capabilities Integration and Development System; Planning, Programming, Budgeting and Execution System; and Defense Acquisition Systems processes for all designated information technology and National Security Systems (NSS) programs
- Provide technical direction and integration efforts across DoD components and synchronize critical DoD communications, command and control, and cyberspace capabilities

As the Deputy Assistant Secretary of Defense for Communications, Command and Control, and Cyber, Dr. Ronald Jost is responsible for providing portfolio management, technical and programmatic evaluation and functional oversight. His office supports Department of Defense C3 and Cyber systems for the Under Secretary of Defense for Acquisition, Technology and Logistics and the Assistant Secretary of Defense for Acquisition.
