Joint Operations Support (JOS)

Joint Operations Support (JOS) pursues the Office of the Under Secretary of Defense, Acquisition, Technology & Logistics (AT&L) goals for fielding relevant, responsive, and affordable warfighter capabilities by promoting synchronization between the requirements sponsor, acquisition provider, and resource controller, facilitating interaction among leadership of the acquisition enterprise and end-user customers of warfighting capabilities, and by efficiently managing defense program-budget processes and resource execution for the Office of the Assistant Secretary of Defense, Acquisition (ASD(A)).

Functions & Roles

  • Acts as the central focal point, attend, and coordinate all activities and representation of AT&L at Joint Requirements Oversight Council (JROC), Joint Capability Boards (JCBs), and Functional Capability Boards (FCBs), including overseeing the interaction between the Defense Acquisition Enterprise and the Joint Capabilities Integration & Development System (JCIDS) activities that support the JROC
  • Coordinates the activities of ASD(A) and other AT&L participation in, and review of, materiel-focused analyses and documentation of Joint Staff/JCIDS requirements documents including Concepts of Operations (CONOPS), Capability Based Assessments (CBA); Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF) Change Requests (DCR); Initial Capability Documents (ICD); Capability Development Documents (CDD); and Capability Production Documents (CPD)
  • Provides the central focal point for developing portfolios to support acquisition-requirements deliberation above individual program frameworks to meaningful consideration of warfighting capabilities that are portfolio-focused, future-focused and aware of evolving capabilities of potential adversaries
  • Serves as the AT&L functional and resource sponsor for the Department of Defense (DoD) Requirements Manager Certification and Training (RMCT) curriculum development and training
  • Coordinates and fosters community of interest for integrating Service and Combatant Command (CCMD)  interaction between senior AT&L and other Office of the Secretary of Defense (OSD) and Joint Staff officials by encouraging direct interaction between end-user customers for joint capabilities and Defense Acquisition Enterprise elements responsible for formulation of materiel-based solutions
  • Develops, maintains, and refines responsive communication networks and visibility of CCMD priority and emergent capability needs across AT&L, Joint Staff, and  Service and Agency acquisition enterprise
  • Coordinates and synchronizes ASD(A) planning, programming and budgeting (PPBE) activities and acts as the resource execution manager
  • Performs management and financial oversight of DoD Experimentation and Joint Warfighting Programs; i.e., the technical experimentation enterprise for the OSD, including oversight for specific projects and programs and  providing access  analytic support and tools tailored to joint military customers and capabilities
  • Acts as the OSD-lead for the Joint Staff Capabilities Development and Experimentation (JCDE) processes and programs for Joint and Coalition Force experimentation activities
  • Coordinates AT&L participation in DoD for addressing joint force structure, global force management and Defense/military strategy development and providing general administration and resource support for operations to ASD(A)
