Workforce Management for the Contracting Community

The Defense Acquisition Workforce Appendix of the DoD Strategic Human Capital Plan provides Components and Functional Leaders with an integrated strategy to right-shape an agile Defense Acquisition Workforce for the future. The Director of Defense Procurement and Acquisition Policy (DPAP), serving as the Functional Leader for the Contracting Community, is working hand-in-hand with DoD's Senior Procurement Executives to develop and implement a human capital strategy for the Contracting Workforce - drawing upon the strengths of the Contracting Community to ensure we have the right people, doing the right jobs, at the best value.

DPAP's efforts in the area of competency-based management have enabled the Department's Contracting Community to baseline the state of the Contracting Workforce and provide an inventory of capabilities; to identify gaps for current and future requirements; and to take the critical steps needed improve the performance of the Contracting Workforce. The Contracting Competency Model provides insight into the skills and behaviors necessary for successful job performance. The competency assessment process enables the Contracting Community to both capture and track a complete inventory of capabilities in the Contracting Workforce. And finally, a cadre of dedicated senior contracting leaders ensure that the Contracting Workforce continues to effectively deliver equipment and services that meet the needs of our Nation and its Warfighter.
