Commission on Wartime Contracting in Iraq and Afghanistan

The Commission on Wartime Contracting (COWC) was an independent body established by legislation. It issued three main reports: two interim reports (June 2009 and February 2011) and a final report (August 2011). The Commission sunset in September 2011.

The first COWC interim report (June 2009) contained 35 observations. After thorough analysis of the COWC observations, a DoD Task Force issued its November 2009 report:

The second COWC interim report (February 2011) contained 32 recommendations. The Departments reaction to the recommendations in this report was conveyed via testimony before the Commission:

The COWC third and final report (August 2011) contains 15 strategic recommendations. The Department testified before Congress regarding these recommendations:

Going forward, the DoD Operational Contract Support Functional Capability Integration Board (OCS FCIB), will continue to review and monitor DoD progress toward implementing recommendations from the COWC reports.
