Department of Labor (DOL) Sites for Services Contracts

Wage Determination OnLine The WDOL.gov website, available to the general public, provides a single location for federal contracting officers to use in obtaining appropriate Service Contract Act (SCA) and Davis-Bacon Act (DBA) wage determinations (WDs) for each official contract action. Department of Labor, Wage & Hour Division (WHD) The Wage and Hour Division promotes compliance with labor standards to protect and enhance the welfare of the Nation's workforce.

The WHD enforces Federal minimum wage, overtime pay, recordkeeping, and child labor requirements of the Fair Labor Standards Act. Additionally, WHD administers and enforces the prevailing wage requirements of the Davis Bacon Act and the Service Contract Act and other statutes applicable to Federal contracts for construction and for the provision of goods and services.

Government Contracts, Grants or Financial Aid are subject to wage, hour, benefits, and safety and health standards.
Administration and enforcement of the following laws are by the Wage and Hour Division; details available through the link above.

  • The Fair Labor Standards Act (FLSA) prescribes standards for wages and overtime pay, which affect most private and public employment.
  • The Davis-Bacon Act, which requires payment of prevailing wages and benefits to employees of contractors engaged in federal government construction projects;
  • The McNamara-O'Hara Service Contract Act, which sets wage rates and other labor standards for employees of contractors furnishing services to the federal government;
  • The Walsh-Healey Public Contracts Act, which requires payment of minimum wages and other labor standards by contractors providing materials and supplies to the federal government.

Final Rule on Nondisplacement of Qualified Workers Under Service Contracts - Executive Order (EO) 13495, "Nondisplacement of Qualified Workers Under Service Contracts," signed by President Obama on January 30, 2009, became effective on January 18, 2013. The Department's Regulations at 29 CFR Part 9 and the related FAR clauses have been issued and are also now effective. The terms of the regulations will apply to all new solicitations issued after January 18, 2013.

Wage Determination OnLine
The WDOL.gov Program is designed to direct the user to the appropriate WD for a specific contract action. The user must complete a series of menus (questions) pertaining to that contract action in order to obtain a copy of the applicable WD. If the user does not enter the correct information in the menu process for the specific contract action, they may receive an incorrect WD for the proposed contract action. Prevailing Wage Resource Book
The Wage and Hour Division (WHD) of DOL administers and enforces the prevailing wage requirements of the Davis Bacon Act and the Service Contract Act and other statutes applicable to Federal contracts for construction and for the provision of goods and services.

  • Performance-based Services Acquisition
    Performance-based Services Acquisition (PBSA) is the government's preferred approach to purchasing services (National Defense Authorization, 2000, § 821). These contracts specify the government's desired end result without stipulating "how" a task should be performed, granting contractors the flexibility to complete its tasks in the manner the firm deems most appropriate. The report explores two case studies, Performance-Based Logistics (PBL) and the Navy Marine Corps Intranet (NMCI). The PBL case study reveals the potential benefits the DoD could reap from wider use of PBSA contracts.
