Earned Value Management (EVM) Division
Earned Value Management (EVM) Performance Assessments and Root Cause Analyses (PARCA) in the Office of the Assistant Secretary of Defense for Acquisition serves as the Department of Defense (DoD) focal point for all policy, guidance and competency relating to EVM.
Earned Value Management is an essential Program Manager and Technical Lead tool for supporting proactive decision making. The EVM division of PARCA is responsible for the EVM Central Repository, and EVM Interpretation and Communication to facilitate timely, accurate and equitable EVM implementation across the DoD.
Vision
Earned value management is fully embraced by the DoD Acquisition Community as an inherent part of the acquisition program management value chain and provides Program Managers accurate and timely insight into cost, schedule and performance of DoD weapons systems and services programs.
PARCA's goal is to increase earned value's constructive attributes for the DoD firms managing acquisition programs by reducing the economic burden of inefficient implementation of EVM. PARCA is dedicated to the concept that EVM is a management tool, not merely a contractually required report.

Mr. Gordon M. Kranz is the Deputy Director for Earned Value Management Performance Assessments and Root Cause Analyses in the Office of the Assistant Secretary of Defense for Acquisition. Mr. Kranz's office serves as the Department of Defense focal point for all policy, guidance, and competency relating to Earned Value Management.
