Organization Strategic Plan

Our Vision:

To be the Go-To Center of Excellence
for the National Security Space Community

The NSSO brings to bear a world-class team of professionals representing the breadth of functional and mission area expertise across the space enterprise. We will use our expertise to support accomplishment of NSS goals and objectives.

Our Mission:

To Shape National Security Space Capabilities
and Advance U.S. and Allied Space Power

The NSSO is uniquely positioned to collaborate across the defense, intelligence, civil, and commercial communities and integrate NSS activities to promote the advancement of space power within the U.S. and among its allies

Our Goals:

Goal 1:

The NSSO shall be the “Space 411” for National Security Space – the place all community members come to for information that reaches across the entire enterprise

Goal 2:

The NSSO shall provide to the National Security Space community expert products and advice

Goal 3:

The NSSO shall be the National Security Space Architect – develop, maintain and update space architectures to enable effective decision-making across the spectrum of doctrinal, organizational, training, material, leadership, personnel, and facilities issues

Goal 4:

The NSSO shall provide an innovative and vibrant work environment that supports recruitment and growth of world-class professionals


Goal 1: The NSSO shall be the “Space 411” for National Security Space – the place all community members come to for information that reaches across the entire enterprise

Sub-Goal 1-1: The NSSO shall be a recognized “Professional Space Staff” available to Executive Branch decision-makers

Sub-Goal 1-2: The NSSO shall be a clearing house for NSS cross-cutting, horizontally-integrated information

Sub-Goal 1-3: The NSSO shall actively promote awareness of NSSO products, capabilities and services

Sub-Goal 1-4: The NSSO shall continuously seek and apply customer feedback

Sub-Goal 1-5: The NSSO shall codify and cultivate its relationship with NSS decision-makers and community members

Goal 2: The NSSO shall provide to the National Security Space community expert products and advice

Sub-Goal 2-1: The NSSO shall provide expert products and advice for space industrial base, critical technologies, space cadre, and future concept development

Sub-Goal 2-2: The NSSO shall provide expert products and advice for space strategy and policy development

Sub-Goal 2-3: The NSSO shall provide expert products and advice for space program requirements, planning, acquisition, budget, and assessment

Sub-Goal 2-4: The NSSO shall foster international and commercial relationships

Sub-Goal 2-5: The NSSO shall foster integration and cross-mission-area culture throughout the NSS community

Goal 3: The NSSO shall be the National Security Space Architect – develop, maintain and update space architectures to enable effective decision-making across the spectrum of doctrinal, organizational, training, material, leadership, personnel, and facilities issues

Sub-Goal 3-1: The NSSO shall establish, promulgate, and maintain an NSS enterprise architecture

Sub-Goal 3-2: The NSSO shall derive, update, and expand upon key segment, capability, and attribute architectures based on the NSS enterprise architecture

Sub-Goal 3-3: The NSSO shall use the NSS enterprise architecture to address cross-cutting issues and influence decisions across mission NSS segments, capabilities, and attributes

Goal 4: The NSSO shall provide an innovative and vibrant work environment that sustain recruitment and growth of world-class professionals

Sub-Goal 4-1: The NSSO shall provide its employees an exceptional physical work environment, including availability of first-rate tools and systems

Sub-Goal 4-2: The NSSO shall ensure funding is properly allocated to support prioritized mission requirements

Sub-Goal 4-3: The NSSO shall hire and develop world-class individuals and teams that are recognized for superior performance

Sub-Goal 4-4: The NSSO shall create an open and non-judgmental working environment that supports a cross-mission-area culture

Sub-Goal 4-5: The NSSO shall ensure physical, workforce, and procedural protection

Major Areas of Focus

National Security Space Enterprise

Guide members of the enterprise via the National Security Space Plan

National Security Space Enterprise Architecture

Lead or participate in the development and maintenance of architectures and related analyses for all space sectors

National Policy

Provide consulting and technical support to the development of national and DoD space policies

International Policy

Support the DoD Executive Agent for Space regarding multi-national treaties and agreements for space systems, capabilities, and mutual support

The President's Budget

Identify capability gaps and risks via the National Security Space Program Assessment in order to influence adequate funding for essential space capabilities
