Mission
We advise the Secretary of Defense on all matters related to small business and are committed
to maximizing the contributions of small business in DoD acquisitions. We provide leadership and
governance to the Military Departments and Defense Agencies to meet the needs of the nations's warfighters,
creating opportunities for small businesses while ensuring each tax dollar is spent responsibly.
Vision
An enabling environment in which the Department recognizes the value of and engages small businesses as critical suppliers of required warfighting capabilities.

September 30, 2009 : Extension of Partnership Agreement Between SBA and DoD through November 30, 2009.
This Partnership Agreement delegates 8(a) set-aside contract execution authority to the Department of Defense.

Registration can take as long as 2 business days and reporting begins October 1, 2009.

09/14/09: Memorandum addressing Competion in Department of Defense Acuisitions
This memorandum asks Defense components to reinvigorate and expand the role
of competition advocates, and reinforce the importance of competition for
all involved in the acquisition process. To facilitate this effort, a
working group of representatives from various DoD components developed a
standardized competition training tool to educate and focus all DoD agencies
on current competition policy and guidance. This training is available
here.

Electronic Subcontracting Reporting System (e-SRS) Information
As part of the President’s Management Agenda for Electronic Government (E-Gov), the Electronic Subcontracting Reporting System (eSRS) was developed to collect subcontracting accomplishments. This system replaces the paper Standard Form 294, Subcontract Reporting for Individual Contracts, and the Standard Form 295, Summary Subcontract Report. Government prime contractors and subcontractors submit subcontracting reports, Individual Subcontracting Reports (ISR) and Summary Subcontracting Reports (SSR) via the eSRS website, http://esrs.gov.
The Department of Defense (DoD) began implementation of eSRS In April 2008. Prime contractors and subcontractors (with Subcontracting Plans) are required to submit subcontracting reports using the eSRS for the FY 2008 reporting period and all subsequent reporting periods. Reports for the FY 2008 reporting period are to be submitted by October 31, 2008
