Since October 2002, all DoD SBIR and STTR solicitations have been available in electronic format only from the DoD SBIR/STTR web site, in accordance with the Government Paperwork Elimination Act (GPEA). Technical Questions

During the pre-release period, you may talk directly with the Topic Authors to ask technical questions about the topics. Their names, phone numbers, and e-mail addresses are listed within each solicitation topic above. For reasons of competitive fairness, direct communication between proposers and topic authors is not allowed when DoD begins accepting proposals for each solicitation. However, proposers may still submit written questions about solicitation topics through the SBIR/STTR Interactive Topic Information System (SITIS), in which the questioner and respondent remain anonymous and all questions and answers are posted electronically for general viewing until the solicitation closes. All proposers are advised to monitor SITIS during the solicitation period for questions and answers, and other significant information, relevant to the SBIR/STTR topic under which they are proposing.

All SBIR Proposals must be prepared and submitted electronically through the DoD SBIR/STTR Electronic Submission Web Site http://www.dodsbir.net/submission/, as described in Sections 3.0 and 6.0 of the program solicitation.
