DoD 2004.1 SBIR SOLICITATION

October 1, 2003:	Solicitation was issued for public release
December 1, 2003:	DoD will begin accepting proposals
January 15, 2004:	Deadline for receipt of proposals by 6:00 a.m. EST -- plan ahead and submit early.

Program Solicitation -- This file contains the proposal preparation instructions and requirements, program description, definitions, methods of selection and evaluation criteria, and contracting information. The Program Solicitation is available in the following formats:

Important Note: In addition to following the DoD-wide instructions in the Program Solicitation, proposers must also follow the specific instructions of the DoD Component (Navy, Air Force, etc.) to which they are applying -- see Solicitation Topics below.

Solicitation Topics -- These files contain topics, the Component-specific instructions and list of DoD scientists and engineers who authored the solicitation topics ("Topic Authors"). Navy topic N04-104 has been cancelled. Proposals will not be accepted on this topic.

Please note that NIMA has changed it's name to the National Geospatial Intelligence Agency (NGA). There also were changes in NGA's instructions and topic posted on November 4, 2003. See SITIS for more information.

Technical Questions: Proposers may submit written questions about solicitation topics through the SBIR/STTR Interactive Topic Information System (SITIS), in which the questioner and respondent remain anonymous and all questions and answers are posted electronically for general viewing until the solicitation closes. All proposers are advised to monitor SITIS (04.1 Q&A) during the solicitation period for questions and answers, and other significant information, relevant to the SBIR 04.1 topic under which they are proposing.

Topics Search Engine: Visit the DoD Topic Search website to quickly and easily find topics by keyword across all DoD components participating in this solicitation. Once you find a topic of interest to you, remember to read the Component-specific instructions for that topic from the table above.

Proposal Preparation and Submission: All SBIR Proposal Cover Sheets and Company Commercialization Reports must be prepared and submitted electronically through the DoD SBIR/STTR Electronic Submission Web Site http://www.dodsbir.net/submission/, as described in Sections 3.0 and 6.0 of the program solicitation. For components requiring complete electronic submission, technical proposals must be uploaded through the Submission Website.
