Program Solicitation -- This file contains the proposal preparation instructions and requirements, program description, definitions, methods of selection and evaluation criteria, and contracting information. The Program Solicitation is available in the following formats:

Solicitation Topics -- These files contain topics, the Component-specific instructions and list of DoD scientists and engineers who authored the solicitation topics ("Topic Authors"). The files for the participating DoD Components -- Navy and MDA are available in the following formats:

Technical Questions: Between November 1 and December 14, 2004, you may talk directly with the Topic Authors to ask technical questions about the topics. Their names, phone numbers, and e-mail addresses are listed within each solicitation topic above. For reasons of competitive fairness, direct communication between proposers and topic authors is not allowed starting December 15, when DoD begins accepting proposals for this solicitation. However, proposers may still submit written questions about solicitation topics through the SBIR/STTR Interactive Topic Information System (SITIS), in which the questioner and respondent remain anonymous and all questions and answers are posted electronically for general viewing until the solicitation closes. All proposers are advised to monitor SITIS (05.1 Q&A) during the solicitation period for questions and answers, and other significant information, relevant to the SBIR 05.1 topic under which they are proposing.

Topics Search Engine: Visit the DoD Topic Search website to quickly and easily find topics by keyword across all DoD components participating in this solicitation. Once you find a topic of interest to you, remember to read the Component-specific instructions for that topic from the table above.

Proposal Preparation and Submission: All SBIR Proposal Cover Sheets and Company Commercialization Reports must be prepared and submitted electronically through the DoD SBIR/STTR Electronic Submission Web Site http://www.dodsbir.net/submission/, as described in Sections 3.0 and 6.0 of the program solicitation. For components requiring complete electronic submission, technical proposals must be uploaded through the Submission Website.
