Technical Questions: Between November 12 and December 7, 2008, you may talk directly with the Topic Authors to ask technical questions about the topics. Their names, phone numbers, and e-mail addresses are listed within each solicitation topic above. For reasons of competitive fairness, direct communication between proposers and topic authors is not allowed starting December 8, when DoD begins accepting proposals for this solicitation. However, proposers may still submit written questions through the SBIR Interactive Topic Information System (SITIS), in which the questioner and respondent remain anonymous and all questions and answers are posted electronically for general viewing. No direct contact between proposers and the topic authors is allowed. Written questions to SITIS must be submitted via the Internet at www.dodsbir.net/sitis. Questions are limited to technical information related to improving the understanding of a particular topic's requirements; any other questions, such as those asking for advice or guidance on solution approach, will not receive a response. Locate the topic to which you want to submit a technical question by using the SITIS Quick Scan feature on this website. Then, using the form at the bottom of the topic description page, enter and submit your question. Answers are generally posted within seven working days of question submission. (Answers will also be emailed directly to the inquirer if the inquirer provides an e-mail address.)
The SITIS service for this solicitation opens on November 12, 2008 and closes to new questions on December 31, 2008. All questions and answers will be posted from November 12, 2008 through January 14, 2009. All proposers are advised to monitor SITIS during the solicitation period for questions and answers, and other information relevant to the topic under which they are proposing.

Proposal Preparation and Submission: All SBIR Proposal Cover Sheets and Company Commercialization Reports must be prepared and submitted electronically through the DoD SBIR/STTR Electronic Submission Web Site http://www.dodsbir.net/submission/, as described in Sections 3.0 and 6.0 of the program solicitation. For components requiring complete electronic submission, technical proposals must be uploaded through the Submission Website.
