Within the DARPA Instructions, Section 3.7 has been changed to read:

DARPA Program Managers may invite Phase I performers to submit a Phase II proposal based upon the success of the Phase I contract to meet the technical goals of the topic, as well as the overall merit based upon the criteria in section 4.3 of the SBIR 9.2 solicitation. Phase II proposals will be evaluated in accordance with the evaluation criteria provided in Section 4.3. Due to limited funding, DARPA reserves the right to limit awards under any topic and only proposals considered to be of superior quality will be funded.

Within Army Topic #A09-071, the Description section has changed as follows:

"Azimuth Beam: 90 degrees" now reads "Azimuth Beam: 60 degrees"

The last paragraph of the Description for OSD Topic #OSD09-EP5 has been updated to read:

Successful proposals will include a complete, battery chemistry to achieve improved energy density from the present state of the art lithium-ion battery. Operation and storage over the full Military temperature range (-40°C to 70°C) is required with minimal degradation and maximal charge retention. Electrode materials and electrolytes should be selected to maximize the energy density while permitting adequate discharge rate of 50 W/kg and recharge of the cells in 1 hr. At 25°C cells should operate safely for over 200 cycles at 80% depth of discharge.
