Navy SBIR 17.1 Phase II Instructions, page 6, have been updated to read:

AWARD AND FUNDING LIMITATIONS

The DON typically awards a Cost Plus Fixed Fee contract for DP2. In accordance with SBIR Policy Directive section 4(b)(5), there is a limit of one sequential Phase II award per SBC per topic. Additionally, in accordance with SBIR Policy Directive section 7(i)(1), each award may not exceed the award guidelines (currently $1 million for DP2, excluding DTA) by more than 50% (SBIR/STTR program funds only) without a specific waiver granted by the SBA. Therefore, the maximum proposal/award amount including all options (less DTA) is $1,500,000 for Phase II (unless non-SBIR/STTR funding is being added).

In accordance with SBIR Policy Directive section 4(b)(5), there is a limit of one sequential Phase II award per firm per topic. Additionally, in accordance with SBIR Policy Directive section 7(i)(1), each award may not exceed the award guidelines (currently $150,000 for Phase I and $1 million for Phase II, excluding DTA) by more than 50% (SBIR/STTR program funds only) without a specific waiver granted by the SBA. Therefore, the maximum proposal/award amounts including all options (less DTA) are $225,000 for Phase I and $1,500,000 for Phase II (unless non-SBIR/STTR funding is being added).

Topic Q&A (SITIS): During the BAA period, communication between small businesses and topic authors is highly encouraged. During the Pre-Release period, you may talk directly with topic authors to ask technical questions about the topics. Their names, phone numbers, and e-mail addresses are listed within each BAA topic. For reasons of competitive fairness, direct communication between proposers and topic authors is not allowed during the Open period when DoD is accepting proposals for each BAA. However, proposers may still submit written questions about BAA topics through the SBIR/STTR Interactive Topic Information System (SITIS). In SITIS the questioner and respondent are anonymous and all questions and answers are posted electronically for general viewing until the BAA closes. All proposers are advised to monitor SITIS during the Open BAA period for questions and answers and other significant information relevant to their SBIR/STTR topics of interest.
