Modular Open Systems Approach (MOSA) Assessment

The Modular Open Systems Approach (MOSA) Program Assessment and Rating Tool (PART) is an adaptation of the OMB Program Assessment Rating Tool which is a questionnaire designed to provide a consistent approach to rating programs across the Federal government. Tailored for DoD by OUSD (AT&L/DS), the PART is intended for use by DoD Program Managers as a means to assess their implementation of MOSA throughout the acquisition life-cycle.
The MOSA PART is an analytic tool that evaluates responses to a set of interrelated questions to provide acquisition program executives with an objective and evidence-based assessment of the degree that MOSA is implemented in a program. The degree that MOSA is implemented is presented in terms of five key MOSA indicators: Enabling Environment, Modular Design, Key Interfaces, Open Standards, and Conformance.
