Mr. Gary R. Bliss is the Director, Performance Assessments and Root Cause Analyses (PARCA), in the Office of the Assistant Secretary of Defense for Acquisition. PARCA has recently stood up the Earned Value Management (EVM) Division, which is led by Mr. Gordon Kranz. The EVM Division serves as the Department of Defense focal point for EVM policy, guidance and competency. The office will also take over responsibility for the EVM Central Repository (EVM-CR) and provide EVM issue resolution assistance to facilitate accurate and consistent implementation of EVM across the department.
