of the Joint Consultative Group on an Additional Procedure for Reduction
by Conversion for Non-Military Purposes of Battle Tanks Limited by the
Treaty on Conventional Armed Forces in Europe

Pursuant to Section I, paragraph 5 of the Protocol on
Procedures Governing the Reduction of Conventional Armaments and Equipment
Limited by the Treaty on Conventional Armed Forces in Europe on 19 November
1990, the Joint Consultative Group decided on 12 October 1993 that the
additional procedure for reduction of battle tanks by conversion for non-military
purposes, as specified in the following text, shall be deemed sufficient
to carry out the reduction of conventional armaments and equipment limited
by the Treaty. This decision does not prejuidice any State Party's right
to apply the reduction procedures set forth in the aforementioned Protocol
or the additional procedures for reduction set forth in the Decisions
of the Joint Consultative Group of 11 May 1993 and 29 June 1993.
ADDITIONAL PROCEDURE FOR REDUCTION OF BATTLE
TANKS BY CONVERSION FOR NON-MILITARY PURPOSES
The following procedure shall be carried
out before conversion of battle tanks at reduction sites:
(1) removal of special equipment from the
chassis, including detachable equipment, that ensures the operation of
on-board armament systems;
(2) removal of the turret, if any;
(3) for the gun breech system, either;
(a) welding the breech block to the breech
ring in at least two places; or
(b) cutting of at least one side of the breech
ring along the long axis of the cavity that receives the breech block;
(4) for the gun tube, either;
(a) severing of the gun tube into two parts
at a distance of no more than 100 millimetres from the breech ring; or
(b) severing of the gun tube into two parts
at a distance of no more than 2,000 millimetres from the breech ring;
or
(c) cutting of a through slot in the gun
tube of no less than 150 millimetres in length at a distance of no more
than 1,000 millimetres from the breech ring;
(5) severing of either of the gun trunnions
and its trunnion mount in the turret; and
(6) for the hull, either;
(a) cutting out and removal of a portion
of the hull top armour beginning from the front glacis to the middle of
the hull turret aperture, together with the associated portions of the
side armou at a height of no less than 200 millimetres (for the T-64 and
T-72, no less than 100 millimetres) below the level of the hull top armour,
as well as associated portion of the front glacis plate severed at the
same height. The severed portions of this front glacis plate shall consist
of no less than the upper third; or
(b) cutting out and removal of all of the
following:
1. four sections from the right side and
four sections from the left side of the hull, each no less than 450 x
250 millimetres;
2. one section from the hull front glacis
plate and one from the hull rear plate, each of them no less than 600
x 800 millimetres;
3. two circular sections from the hull beside
the the hull turret aperture, one from the left side and one from the
right side of the full, each centred on the transverse axis of the vehicle,
and each constituting a portion of a sector with an angle of no less than
60 degrees and 200 millimetres in radial axis;
4. all grips, blocks and consoles that are
designed to hold ammunition and external fuel tanks; and
5. the mounting for the electrical system
of the turret.
