RELATING TO THE TREATY BETWEEN
THE UNITED STATES OF AMERICA AND
THE UNION OF SOVIET SOCIALIST REPUBLICS
ON THE REDUCTION AND LIMITATION
OF STRATEGIC OFFENSIVE ARMS
OF JULY 31, 1991
CHANGES TO SECTION I OF THE CONVERSION OR ELIMINATION PROTOCOL REGARDING THE
ELIMINATION PROCESS FOR ICBMS FOR MOBILE LAUNCHERS OF ICBMS
The
Government of the United States of America, the Government of the Republic
of Belarus, the Government of the Republic of Kazakhstan, the Government of
the Russian Federation, and the Government of Ukraine, hereinafter referred
to as the Parties,
In accordance with the Treaty Between the United States of America and the
Union of Soviet Socialist Republics on the Reduction And Limitation of
Strategic Offensive Arms of July 31, 1991, hereinafter referred to as the
Treaty,
To improve the viability and effectiveness of the Protocol on Procedures
Governing the Conversion or Elimination of the Items Subject to the Treaty,
hereinafter referred to as the Conversion or Elimination Protocol,
Have
agreed as follows:
Article One
Subparagraph 4(b) of Section I of the Conversion or Elimination Protocol
shall be superseded by the following provision:
"(b) Rocket motor nozzles and cases, as well as the interstage skirts of a
missile remaining after completion of the procedures provided for in
subparagraphs 2(c), 2(d), and 4(a) of this Section, or after the completion
of static testing provided for in paragraph 3 of Section VII of this
Protocol, shall be crushed, flattened, cut into two pieces of approximately
equal size, or destroyed by explosion, or, if the parties so agree, rocket
motor cases remaining after removal of propellant by processes of washing
out the propellant and the subsequent burning out of residual propellant may
be eliminated by the drilling of holes through the cylindrical portion of
such rocket motor cases in accordance with agreed procedures; and".
Article Two
This agreement shall enter into force on the date of its signature and shall
remain in force as long as the Treaty remains in force.
IN WITNESS WHEREOF, the undersigned, being duly authorized by their
respective Governments, have signed this Agreement.
DONE at Geneva on July 24, 2008, in five copies, each in the English and
Russian languages, both texts being equally authentic.
