Enterprise Information

Enterprise Information, a division of Acquisition Policy and Innovation (API), serves as the Department of Defense (DoD) focal point for policy, guidance, and competency relating to acquisition data management and access.

Mission

Provide OSD and Component leadership timely access to accurate, authoritative, and reliable data supporting acquisition insight, analysis, and decision-making.

Acquisition Visibility

The Enterprise Information organization manages and continuously matures the Department’s common data framework for acquisition to enable a myriad of statutory requirements, regulatory processes, and strategic analytic use cases. The Acquisition Visibility Data Framework (AVDF) holds the data standards and definitions that drive alignment among OSD, Service, and Component data sources and provides data transparency to guide the technical transition of authoritative data for decision-making and strategic insight. Data Governance

The Department has aligned and documented a core set of data to give the Defense Acquisition community insight on program, portfolio, and policy effectiveness. References such as the AVDF have been developed to ensure understanding of the data and how it can be used in reporting, analysis, and decision-making.

AVDF: Acquisition Visibility Data Framework

The AVDF provides the Acquisition community an authoritative, governed set of data elements, definitions, rules, and other metadata for the Adaptive Acquisition Framework (AAF). The AVDF establishes a common enterprise data standard for DoD that will enable the six AAF pathways through data.

DAVE

The Defense Acquisition Visibility Environment (DAVE) is the authoritative source for Acquisition Program Baselines, as well as unit cost/schedule/performance/contracts data required for DoD and Congressional insight. DAVE is the central point for Acquisition data for the Department of Defense. Resources available through DAVE include tools for statutory and regulatory reporting, data and capabilities for program and portfolio analysis, and technical resources for data consumption via application program interfaces. ADS: Acquisition Data Sets

Minimally processed data sets delivered in .csv format, Acquisition Data Sets (ADS) simplify access to historical and current acquisition data for analysis.

CUPID

CUPID: Centralized Unique Program Identifier

CUPID allows program-related data to be easily discovered, linked, retrieved, and referenced. This is a refinement of the legacy Program Number or PNO. The public DAVE Program list and the associated program number can be found here. The complete non-public program summary information with filtering, export options and additional program registration data may be found by logging in to DAVE.

Data Analytics Enablement

The API Directorate shares data with organizations across the Department of Defense to enable analytics, analysis and the use of data in decision making.

The Under Secretary of Defense for Acquisition and Sustainment (USD A&S), in coordination with the Under Secretary of Defense for Research and Engineering (USD R&E), established the Acquisition Innovation Research Center (AIRC) with the mission to engage academia to help improve DoD acquisition (10 US Code 4142). The AIRC utilizes academia to apply innovative and alternative methods to DoD acquisition needs: establishing strategies, processes, tools, and techniques that improve outcomes and ease friction points in the Defense Acquisition System. An emphasis is placed on applied experiments, prototypes, and demonstrations (beyond white papers and publications) to address and test solutions to enduring challenges in defense acquisition policies, practices, education, training, and decision-making. The AIRC consortium includes 22 extramural universities, as well as HBCUs, MSIs, and others within DoD’s Systems Engineering Research Center (SERC) University-Affiliated Research Center (UARC) network.
