Section 862 of the National Defense Authorization Act (NDAA) for Fiscal year 2013 directed the Department to: establish uniform data standards, internal control requirements, independent verification and validation requirements, and business process rules for processing procurement requests, contracts, receipts, and invoices. As stated in the report to Congress on 31 July 2013, DoD has established and published the required standards and business rules.
