Director, Contracting eBusiness
Ms. J. Lisa Romney serves as the Director for Contracting eBusiness in the Office of Defense Pricing, Contracting, and Acquisition Policy (DPCAP) within the Office of the Secretary of Defense (OSD), U.S. Department of Defense (DoD). She is responsible for ensuring functional process, policy, and data requirements are incorporated in DoD-wide procurement-related business initiatives and systems (such as Wide Area Workflow). In addition, she oversees representation of the Department's requirements with the federal Integrated Award Environment (IAE) portfolio of programs, such as the System for Award Management (SAM) and Federal Procurement Data Systems (FPDS).
Prior to her current assignment, Ms. Romney worked as a Procurement Analyst in Contracting eBusiness since 2002, where she provided expertise on DoD business systems, data integration, and business practices. In this role, she worked as a subject matter expert in several eBusiness and Procure-to-Pay initiatives including the Standard Procurement System (SPS), the IAE initiative, and various modules of the Procurement Integrated Enterprise Environment. Ms. Romney is the Department of Defense representative for the IAE governance change control board and represents the federal procurement community on several governance groups, ensuring implementation of the Digital Accountability and Transparency Act and other federal initiatives.
Ms. Romney joined the Department of Defense as a Contract Negotiator for the Air Force in the Research & Development Directorate and the F-16 System Program Office of the Aeronautical Systems Command (ASC) at Wright-Patterson AFB. Through her early career, she held various contracting positions at ASC and in the 11th Contracting Squadron at Bolling AFB, where she became a Contracting Officer. She later worked in the Electronic Systems division in the office of the Deputy Assistant Secretary (DAS) of the Air Force (Contracting) before joining the Joint Electronic Commerce Program Office as the Deputy Program Manager and then Program Manager for the Central Contractor Registration program.
Ms. Romney is a Certified Professional Contracts Manager and has been a member of the Northern Virginia Chapter of the National Contracts Management Association. She holds a Masters degree in Business Administration and a Bachelor of Science degree in Finance, both earned from the University of Utah.
