OMB’s guidance in M-21-26 included a requirement for each agency to designate a Senior Accountable Official (SAO) for domestic sourcing. It quickly became obvious that given the scope and diversity of the DoD buying mission, one individual could not serve as the SAO for all of DoD. As a result, the Department established the DoD SAO Network with SAOs in the Defense Logistics Agency (DLA), the Army, Air Force, and Navy.
The lead SAO interfaces regularly with the Made in America Office (MIAO) and passes information to the SAO Network, which in turn disseminates information to the component’s acquisition workforce. This network was integral to the promulgation of the Department’s policy, guidance, and support to the development of the MadeinAmerica.gov site in support of the overall Made in America efforts.
