Acting Director, Contract Policy
Mr. Michael Pelkey is the Acting Director for Contract Policy in the office of Defense Pricing and Contracting (DPC) within the Office of the Secretary of Defense (OSD), U.S. Department of Defense (DoD). In this capacity, he oversees the development of new, innovative acquisition guidance and policies, and ensures the currency of existing policy to support a responsive acquisition system in support of warfighter mission needs. In addition, he supports major acquisition program reviews and the policy, guidance and authorities that underpin the contingency contracting mission in response to humanitarian, disaster and contingency operations.
From 1996 to 1999, Mr. Pelkey was a Procurement Analyst and Case Manager on the Defense Acquisition Regulations (DAR) staff in Defense Procurement and Acquisition Policy, now DPC, responsible for executing the process of making changes to the Federal Acquisition Regulations (FAR) and the DoD FAR Supplement in support of the DAR Council.
Prior to joining the Office of the Secretary of Defense, Mr. Pelkey served for 16 years as a Contract Specialist and Contracting Officer at the Naval Air Systems Command. He negotiated contracts for programs such as the HARM missile, A-6 aircraft, ARC-210 radio, and myriad avionics and communications systems. He also supported the Navy/Justice Department litigation team subsequent to the termination of the A-12 program.
Mr. Pelkey holds a Bachelor of Arts in Economics and a Masters degree in Business Administration from Virginia Tech.
