Director, Contract Policy
Ms. Miller serves as the Director for Contract Policy in the Office of the Principal Director, Defense Pricing, Contracting, and Acquisition Policy (DPCAP), within the Office of the Under Secretary of Defense for Acquisition and Sustainment. In this capacity, she oversees the development of new, innovative acquisition guidance and policies, and ensures the currency of existing policy to support a responsive acquisition system in support of warfighter mission needs. In addition, she supports major acquisition program reviews and the policy, guidance and authorities that underpin the contingency contracting mission in response to humanitarian, disaster, and contingency operations.
Ms. Miller previously served as the Director of Procurement Policy in the Office of the Deputy Assistant Secretary of the Army (Procurement) (ODASA(P)) within the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)). She was responsible for evaluation, advocacy, development, maintenance, and communication of innovative procurement related policies and procedures that promote accountability, integrity, and efficiency throughout the contracting enterprise.
Ms. Miller’s prior positions within ODASA(P) included Team Lead for the Procurement Support Directorate and procurement analyst in the Services and Category Management Directorate. Prior to joining ASA(ALT), Ms. Miller served as a procurement analyst in the acquisition policy directorate at the National Guard Bureau; Branch Chief for Army Contracting Command, Detroit Arsenal (ACC-DTA) supporting the Army Intelligence and Security Command (INSCOM); Contracting Officer for the INSCOM acquisition center; and a contract specialist for Marine Corps Systems Command (MCSC). While at MCSC, Ms. Miller was selected for detail assignments with the Defense Contracting and Pricing (DPC) acquisition exchange program and the Navy Director for Acquisition Career Management (DACM) office.
Ms. Miller holds a Master of Laws (LLM) in Government Procurement from George Washington University Law school; a Juris Doctor (JD) from University of Georgia School of Law; a Masters in Teaching, Bachelor of Arts in English, and Bachelor of Science in Psychology from Virginia Commonwealth University. Ms. Miller is DAWIA Level III certified in Contracting, DAWIA Level I certified in Program Management, a member of the Army Acquisition Corps, and recipient of multiple awards, including the Army Superior Civilian Service Award in 2017 and the Army Commander’s Award for Civilian Service 2017 and 2020. She is a member of the National Contract Management Association (NCMA).
