Director, Contract Policy
Mr. Scott R. Calisti serves as the Director for Contract Policy in the office of the Principal Director, Defense Pricing and Contracting (DPC), within the Office of the Under Secretary of Defense for Acquisition and Sustainment. In this capacity, he oversees the development of new, innovative acquisition guidance and policies, and ensures the currency of existing policy to support a responsive acquisition system in support of warfighter mission needs. In addition, he supports major acquisition program reviews and the policy, guidance and authorities that underpin the contingency contracting mission in response to humanitarian, disaster and contingency operations.
Prior to assuming his current position as a member of the Senior Executive Service in the Office of the Secretary of Defense, Mr. Calisti was the Chief, Installations and Sourcing Division, Office of the Deputy Assistant Secretary (Contracting), Assistant Secretary Acquisition. He was responsible for all aspects of non-weapon system installation contracting support which included an $11 billion annual operational contracting spend, category management, strategic sourcing, expeditionary contracting operations, AF Government Purchase Card program with $1.7B in spend and reform and transformation initiatives. He joined civil service in 2014 after completing over 26 years on active duty in multiple assignments including Headquarters Air Force (Office of the Deputy Assistant Secretary (Contracting), Assistant Secretary Acquisition), Joint Staff (Office of the Under Secretary of Defense for Acquisition, Technology and Logistics, Defense Procurement and Acquisition Policy (DPAP)), and five squadron and one group command tours in contracting, aircraft maintenance, and mission support before retiring in September 2013 as the Commander, 52nd Mission Support Group, Spangdahlem Air Base, Germany. Prior to his assignment with SAF AQC, he was assigned to DPAP providing support to major defense programs and services in excess of $1 billion. He also led efforts relevant to contingency contracting as their link to the Joint Staff, AT&L stakeholders and COCOMs to work policy, guidance, training and business systems issues for the warfighter.
Mr. Calisti earned a Bachelor of Science degree from Rutgers University and a Master of Administrative Management degree from Central Michigan University. He also earned a Masters of National Resource Strategy from National Defense University. In addition, during his service in the Air Force, Mr. Calisti attended the Squadron Officer School, the Air Command and Staff College (Correspondence), and the Air War College (Correspondence). Mr. Calisti has been a member of the Senior Executive Service since 2020.
