Acting Director, Contract Policy
Col Green serves as the Acting Director for Contract Policy in the Office of the Principal Director, Defense Pricing, Contracting, and Acquisition Policy (DPCAP), within the Office of the Under Secretary of Defense for Acquisition and Sustainment. In this capacity, he oversees the development of new, innovative acquisition guidance and policies, and ensures the currency of existing policy to support a responsive acquisition system in support of warfighter mission needs. In addition, he supports major acquisition program reviews and the policy, guidance and authorities that underpin the contingency contracting mission in response to humanitarian, disaster, and contingency operations.
Col Green previously served as the Chief of Contingency Contracting for Contract Policy. Col Green came to the National Capital Region after serving as the Chief of Contracting for Special Operations Command Africa in Stuttgart, Germany. There, he led the largest Theater Special Operations Command joint contracting office in USSOCOM, responsible for Special Operations Forces-Peculiar mission support across 24 African nations.
Colonel Green received his commission through the United States Air Force Academy in 2003. He then served as a Contracting Officer at operational, systems, and combat support agency assignments. Col Green then served as an Afghanistan-Pakistan Hand where he transitioned from stateside training to deployments in Afghanistan to Train/Advise/Assist the Afghanistan Security Institutions and Ministries while bridging gaps between coalition forces and the local populace. Following this tour, he commanded the 2nd Contracting Squadron and subsequently served as the Deputy Group Commander of the 2nd Mission Support Group at Barksdale AFB, LA. During this assignment, he provided world-class, lethal combat support to Headquarters Air Force Global Strike Command, Headquarters 8th AF, 2nd Bomb Wing, and 32 associate units. His combat deployments account for nearly five years of his career, span duty in 6 countries, and directly supported Operations Iraqi Freedom / Enduring Freedom / Resolute Support / Freedom Sentinel.
Colonel Green earned Bachelor of Science degree from the United States Air Force Academy and a Master of Business Administration degree from Boston University. Following these early accomplishments, he attained a Master of the Arts degree in Strategic Security Studies at the College of International Security Affairs and a Master of Science degree from the Eisenhower School for National Security and Resource Strategy; both at the National Defense University, Fort Lesley J. McNair, Washington, D.C..
