Defense Assisted Acquisition Cell (DA2)

Nested within the Joint Rapid Acquisition Cell (JRAC), DA2 is poised to rapidly respond to the Nation’s most urgent acquisition needs in current and future national emergencies.

Mission

The Defense Assisted Acquisition Cell (DA2), nested within the Joint Rapid Acquisition Cell (JRAC), serves as the single entry point to the DoD acquisition enterprise for urgent Interagency requests for DoD assisted acquisition. Providing policy and oversight to drive awareness and unity of effort, DA2 leverages acquisition and subject matter experts from across the Department of Defense to meet urgent U.S. Government acquisition requirements.

Built on the Urgent Capability Acquisition JRAC executes on behalf of DoD during wartime, DA2 acquires goods and services as rapidly and effectively as possible for the Federal Government in support of the American public. DA2 provides acquisition assistance to the Interagency when the magnitude of the Government’s requirements overwhelms the lead response agency(ies).

History

Following the Department of Defense’s acquisition support to the Department of Health and Human Services (HHS) and the Federal Emergency Management Agency (FEMA) during the COVID-19 pandemic, the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)) recognized the need to ensure acquisition assistance to the Interagency. Accordingly, USD(A&S) established DA2 on October 13, 2020.

DA2 leverages The Economy Act to provide acquisition assistance on behalf of and in coordination with interagency partners.
