Executive Director, Joint Rapid Acquisition Cell

Ms. Lisa Swan, a member of the Senior Executive Service, serves as the Executive Director, Joint Rapid Acquisition Cell (JRAC), where she is responsible for monitoring the progress and completion of actions to satisfy Urgent Operational Needs (UONs) and Emergent Operational Needs (EONs) identified by the combatant commands. She also serves as the Executive Secretary to the Warfighter Senior Integration Group (SIG) and as the Department of Defense (DoD) lead for Defense Assisted Acquisition (DA2) to the interagency.

Ms. Swan served as an engineer for Newport News Shipbuilding before transitioning to Federal Service. She has held various leadership roles across the DoD, most recently as the Director of Acquisition, Contracts, and Logistics and the Component Acquisition Executive (CAE) for the Defense Threat Reduction Agency (DTRA).

She previously served at DTRA as the Director of Material Solutions for the Joint Improvised Threat Defeat Organization (JIDO), responsible for the rapid acquisition of material solutions and for operations research systems analysis. Ms. Swan served as the Deputy Director of the Headquarters, Department of the Army’s Air & Missile Defense Directorate, and as the Principal Deputy Director of the Biometrics Identity Management Agency. She also served in multiple Navy Warfare Centers, including as a plank-owner in the Naval Surface Warfare Center Headquarters.

She holds a Bachelor of Science degree in Materials Engineering from North Carolina State University, and Master of Science degrees in Systems Engineering from Virginia Tech and in National Resource Strategy from National Defense University. She earned a certificate in Public Leadership from Harvard University and is Level III certified in Engineering and in Program Management.
