Dr. Jeffrey P. Heyer
Director, Electronic Warfare
Dr. Jeffrey (Jeff) Heyer is a member of the Senior Executive Service and serves as the Director for Electronic Warfare supporting the Deputy Assistant Secretary of Defense (DASD) for Platform and Weapon Portfolio Management (PWPM) in the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)). In this role, he is responsible for the portfolio management, policy, and investments in electronic warfare capabilities. Additionally, he serves as the Executive Secretariat co-chair for the Electromagnetic Spectrum Operations Executive Committee (EMSO EXCOM).
Prior to joining PWPM, Dr. Heyer spent 26 years at the Naval Research Laboratory (NRL) as the Senior Scientist for Electronic Warfare Technologies and as the Head, Electronic Warfare Strategic Planning Organization. While at NRL, he led technology developments that produced over 10 transitions to operational forces and programs of record. These included risk reduction prototypes for the AN/ALQ-228(V)1 Intrepid Tiger communications jamming pod, the Ship Signals Exploitation Equipment Medusa countermeasure module, the AN/ALQ-248 Advanced Offboard EW pod for rotary wing platforms, the Miniature Air-Launched Decoy-Navy (MALD-N), and the Long-Endurance Electronic Decoy (LEED) for surface combatants. His research portfolio included advanced technology developments for Counter-C5ISRT, Counter-IADS, missile defense, and electromagnetic sensor electronic protection.
Dr. Heyer began his career with the Navy at the Center for Naval Analyses (CNA) as an operations research analyst specializing in air and surface warfare. While at CNA, he worked as the on-site tactics analyst at Navy Fighter Weapons School (TOPGUN) and Tactical Training Group, Pacific. Additionally, he deployed with the Theodore Roosevelt carrier strike group during Operation Deliberate Force.
Dr. Heyer is a two-time recipient of the Assistant Secretary of the Navy (Research Development and Acquisition) Dolores Etter Top Navy Scientist and Engineer Award and the Navy Meritorious Civilian Service Award. His other awards include the Presidential Rank Meritorious Senior Professional and the Naval Air Systems Command Edward H. Heineman Team Award.
Dr. Heyer holds a Ph.D. in theoretical nuclear physics from the State University of New York at Stony Brook.
