Acting Director, Surface Warfare
Mr. Ryan Duncan currently serves as the Acting Director of Surface Warfare, Platforms and Weapons Portfolio Management (P&WPM) within the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)). In this role, he is the principal advisor to the Office of the Secretary of War on matters related to land and naval warfare. He leads capability portfolio management efforts to analyze, guide, and inform acquisition and resourcing decisions across the Department of War. Mr. Duncan assumed the Acting Director role following his tenure as Deputy Director for Surface Warfare, overseeing Vertical Lift and Rotary Wing Platforms.
Prior to joining OUSW(A&S), he served as Director for PEO for Air, Air, Anti-submarine Warfare, Assault, and Special Mission Programs (PEO(A)) under the Assistant Secretary of the Navy for Research, Development, and Acquisition. Before this, Mr. Duncan held several leadership roles at the Naval Sea Systems Command (NAVSEA), including Director of Planning and Programming for Surface Modernization. In that role, he managed engineering, budgeting, and programmatic solutions for 16 modernization programs across 10 ship classes. He also served as Principal Assistant Program Manager for Mine, Amphibious, Auxiliary, and Command (MAAC) ships, and led Cruiser and Destroyer modernization efforts for the Office of the Chief of Naval Operations.
A former Non-Commissioned Officer in the United States Marine Corps, Mr. Duncan brings over 25 years of combined military, government, and industry experience in program management, contracting, and business operations. His leadership is grounded in operational insight, strategic acumen, and a commitment to mission success.
Mr. Duncan is widely recognized for his professional competence, authoritative communication, and ability to build and lead high-performing teams. Throughout his career, he has received numerous Certificates of Appreciation, Individual Excellence Awards, and Letters of Commendation in recognition of his contributions.
