Director, Strategic Deterrence and Capabilities
Ms. Brooke H. McNally, a member of the Senior Executive Service, is the Director of Strategic Deterrence and Capabilities in the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)). She is responsible for integration and oversight of nuclear modernization efforts across the Air Force, and Navy. Her portfolio includes strategic platforms under development such as Sentinel (formerly the Ground Based Strategic Deterrent (GBSD)), Long-Range Stand Off Weapon, and Trident II D5 Strategic Weapons System worth over $100 billion. She also oversees legacy nuclear Triad systems in sustainment, such as the Minuteman III and Air Launched Cruise Missile - Nuclear. In addition to her responsibilities for acquisition and sustainment oversight across the nuclear enterprise, she is responsible for strategic treaty compliance and implementation.
Ms. McNally began her civil service career in 2000 as an acquisition professional after earning her Bachelor of Science in Engineering. Over the course of her career, she has held a wide range of assignments as both a program manager and engineer, serving in the Air Force Lifecycle Management Center, the National Air and Space Intelligence Agency, Headquarters Air Force Materiel Command, Congress, the Navy-led V-22 Joint Program Office, the Space Rapid Capabilities Office (SpRCO), and the Air Force Nuclear Weapons Center.
In her role as Director of Acquisition for the Air Force Nuclear Weapons Center Technology & Integration Directorate (AFNWC/NT), Ms. McNally directed all acquisition activities across a diverse portfolio that included Nuclear Certification, Intelligence, Advanced Planning, and Survivability/Effectiveness Analysis. She oversaw acquisition efforts supporting Nuclear Certification for the Air Force’s $450 billion nuclear systems portfolio, encompassing both developmental and sustainment programs.
As Deputy Director of the SpRCO, she managed space-based research, development, and acquisition programs with an annual budget exceeding $5 billion. In 2015, she was one of four senior Air Force leaders selected to establish the Ground Based Strategic Deterrent (GBSD) Program Office. During her tenure with GBSD, she held multiple leadership positions, including Chief of Propulsion, where she directed the design and development of both liquid propellant and solid rocket motor systems. The propulsion effort alone was valued at approximately $6 billion, representing more than one-third of the planned GBSD Engineering and Manufacturing Development budget.
In addition to her BS in Engineering, Ms. McNally also has a Master of Science in Human Factors and Systems Engineering from Wright State University in Dayton, OH and is DAWIA level III certified in both engineering and program management. She has served in positions that span across multiple life-cycle phases of system development to include engineering research and development, early systems acquisition, and sustainment of both Air Force aircraft and nuclear systems. Throughout her career she has received multiple awards, to include three Air Force Exemplary Civilian Achievement Awards and two Air Force Civilian Achievement Award.
