Edward P. Chatters IV

Mr. Chatters serves as the Senior Advisor for Space Acquisitions within the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)). In this position, he is the primary senior advisor and technical expert on space acquisition matters and provides technical advice, assessments, and recommendations to the USW(A&S) and the offices of the Assistant Secretary of War for Acquisitions (ASW(A)) and Assistant Secretary of War for Nuclear Deterrence, Chemical, and Biological Defense, Policy and Programs (ASW(ND-CBD). Additionally, he coordinates with subject matter experts within the Intelligence Community, the National Aeronautics and Space Administration, Department of Energy, and Department of Commerce on the development of critical technologies that affect the space systems enterprise.

Previously, he served as the Deputy Director for Space Sensing within the Space and National Intelligence Directorate of the Office of the Deputy Assistant Secretary of War for Strategic, Space, and Intelligence Portfolio Management., In this role, he oversaw a $66 billion investment portfolio and providing technical and engineering-level analytical expertise to senior leaders on how to optimize space sensing systems in support of the Nuclear Command, Control, and Communications (NC3) enterprise and Golden Dome for America.

Mr. Chatters brings more than 33 years of Department of Defense experience, including seven years of operational service in the United States Marine Corps as an enlisted infantryman and field artillery officer. He also served 13 years in the United States Air Force as an aerospace engineer and space operations officer. He retired from the Air Force in 2013 at the rank of Lieutenant Colonel.

Mr. Chatters, a native of New Orleans, Louisiana, holds a B.S. in Aerospace, Aeronautical, and Astronautical Engineering from Auburn University, Alabama. Additionally, he has an M.S. in Computer Information Systems and an M.A. in Military Operational Art and Science. He co-authored the original Air University AU-18 Space Primer, published in 2009, where he wrote five chapters on topics including orbital mechanics, space event processing, weather / environmental satellites, missile warning systems, and the space surveillance network. He is a member of the Acquisition Professional Community with Defense Acquisition Workforce Improvement Act certifications in Engineering and Program Management.
