Your Excellency:
As evidence of its good will, the Soviet side is prepared to give the U.S. side an opportunity for 13 years after entry into force of the Treaty Between the Union of Soviet Socialist Republics and the United States of America on the Elimination of Their Intermediate-Range and Shorter-Range Missiles, that is, while the on-site inspection regime with respect to this Treaty is in effect, to conduct a total of up to six on-site inspections of former silo launchers, selected by the U.S. side, for the R-12 missiles known to the United States as SS-4 missiles.
The organizational matters relating to such inspections, which are not included in the annual quotas established by the Treaty, will be arranged through the Special Verification Commission instituted under the Treaty.
If, as a result of such visits, the U.S. side should have any questions to the Soviet side, they could be examined within the framework of the Special Verification Commission.
