Coordinated Plenary Statement on the Replication of Unique Identifiers

During this session, the U.S. and Russian Delegation had a productive discussion on the practical issues associated with the replication of the unique identifier of a deployed SLBM "directly on" the deployed launcher of SLBMs, so as to be accessible for carrying out the procedures provided for in subparagraph 7(a) of Part Two of the Annex on Inspection Activities to the Protocol to the Treaty.

The two sides expressed their mutual understanding that the requirement in paragraph 6 of Part Two of the Annex on Inspection Activities to the Protocol to the Treaty to replicate the unique identifier of a deployed SLBM designated for inspection of reentry vehicles "directly on" the deployed launcher of SLBMs may be satisfied by replicating the unique identifier on a sign attached to a stand or cone, which is placed next to the hatch of such deployed launcher of SLBMs.

If the inspected Party places a temporary structure over a deployed launcher of SLBMs that is specially intended to prepare the front section for viewing and to carry out the viewing of the front section, the replicated unique identifier must also be visible inside such a temporary structure.
