Coordinated Plenary Statement of the United States on Relaying Telemetric Information
The United States confirms the common understanding of the Parties that, during a flight test of an ICBM or SLBM, including a space launch vehicle incorporating the first state of an ICBM or SLBM, a Party may relay Telemetric information from the initial reception point to another distant reception point prior to recording such information for the first time. In such a case, the tape summaries for the flight test will indicate the use of relay and the method of time-tagging the recorded telemetric information.
Coordinate Plenary Statement of the Russian Federation Regarding SS-18 Reentry Vehicle Inspections
The Russian Federation affirms that is does not have nor does it plan to have non-nuclear warheads on its SS-18 ICBMs. The Russian Federation also notes that if the use of radiation detection equipment during reentry vehicle inspections indicates that additional objects found on the front section of an SS-18 ICBM declared not to be reentry vehicles are non-nuclear, the inspecting Party will record the following in the inspection report in accordance with paragraph 7 of Section IV of Annex 15 to the Inspection Protocol:
– Annotate "*" as a comment, instead of a "yes" or "not," in Section II of the report in the box next to the statement on whether or not the inspected missile contained more RVs than the number attributed to it, and note on the page that the asterisk refers to the appropriate comment in Section IV; and
The Inspecting Party will also include the following as a comment in Section IV:
– "The Inspecting Party has observed twelve objects on the front section. Ten of those objects were declared to be reentry vehicles. The two additional objects that have smaller dimensions in terms of height and diameter then the objects declared to be reentry vehicles on the inspected front section were declared by the inspected Party not to be reentry vehicles. The use of radiation detection equipment in the course of this inspection demonstrated that these two objects were non-nuclear in accordance with Annex 15 to the Inspection Protocol."
The Russian Federation also affirms that this understanding is based on Russian escorts using the following procedures, consistent with, and without affecting, the rights and obligations of the Parties under paragraphs 10-15 of Annex 3 to the Inspection Protocol, when conducting an SS-18 reentry vehicle inspection using radiation detection equipment on objects declared not to be reentry vehicles:
1. Upon arrival of the vehicle with the front section at the specially allocated site, inspectors will view the interior of the structure where the front section will be prepared for viewing. At the same time inspectors may seal the gates and doors to any adjacent rooms and exits from the structure.
2. The inspection team will be provided with an opportunity to view soft covers used to cover the reentry vehicles, additional objects and other equipment on the front section before such covers are placed on the front section. All covers will be laid out on the floor of the structure for viewing.
3. After viewing the interior of the structure, inspectors may continuously observe the only unsealed access to the room where the front section is being prepared for viewing.
4. After completion of the preparation procedures, inspectors view the front section for 10 minutes from a distance of no more then 5 meters.
5. After 10 minutes, cloth covers are put on the platforms with the reentry vehicles and additional objects, and inspectors leave the room where the front section was viewed.
6. The two additional objects, one from each platform, are removed from the front section and placed on the technological stand. The platforms with reentry vehicles are covered with cloth.
7. The technological stand with additional objects is located next to the platforms with the reentry vehicles.
8. Inspectors enter the structure, view its interior and remove the seals from the sealed gates and doors.
9. After completion of these procedures, the cloth covers are removed from the platforms with reentry vehicles, and inspectors are given the opportunity to view the platforms with reentry vehicles for five minutes and ascertain that the two additional objects placed on the technological stand were previously located on the front section.
10. After five minutes cloth covers will be placed on the platforms with reentry vehicles, and technological stand with the two objects from the front section is removed from the structure, accompanied by inspectors, and placed on a pad located approximately 50 meters away from the structure. Once they are placed on the pad, the objects will be subject to radiation detection measurement procedures conducted in accordance with Annex 15 to the Inspection Protocol."
