UNCLASSIFIED ANNEX TO U.S. CLOSING PLENARY STATEMENT FOR JCIC-XXXI, DECEMBER 5, 2007
JCIC Coordinated Plenary Statement on Conversion Procedures and the Manner of Accountability for the One Road-Mobile Test Launcher of the RS-24 ICBM Prototype
The United States of America takes note of the Russian Federation Statement on Conversion Procedures and the Manner of Accountability for the One Road-Mobile Test Launcher of the RS-24 ICBM Prototype.
The Russian Federation declares that:
- Procedures for converting the one road-mobile test launcher of the SS-27 ICBM to a road-mobile test launcher of the RS-24 ICBM prototype consists of the replacement of cabling and boxes of equipment for preparing and conducting launches;
- Until such time as the RS-24 ICBM is accountable under the Treaty between the Union of Soviet Socialist Republics and the United States of America on the Reduction and Limitation of Strategic Offensive Arms (Hereinafter the Treaty), this converted launcher will be included by the Russian Federation in the Memorandum of Understanding Relating to the Treaty as a "road-mobile test launcher of the RS-24 ICBM prototype" for the facility where it is located;
- This launcher will be subject to the relevant notifications and provisions of Paragraph 2(d) of Article IV of the Treaty;
- During data update inspections at the Plesetsk Test Range, in-country escorts during the pre-inspection procedures will declare the presence at the inspection site of a road-mobile test launcher of the RS-24 ICBM prototype, and it will be subject to inspection;
- The converted road-mobile test launcher of the RS-24 ICBM prototype will be distinctively marked with paint or in a similar manner to guarantee identification of this launcher during upcoming inspections;
- A photograph of the aforesaid distinctive marking will be provided to the United States of America.
The United States of America agrees that:
- The one road-mobile test launcher for the SS-27 ICBM which was converted for launching the RS-24 ICBM prototype is considered to be a test launcher of the RS-24 ICBM prototype as of the time when, after completion of all conversion operations, it first left the structure where conversion took place;
- What has been set forth in this statement is sufficient to reach agreement on the procedures for converting this road-mobile test launcher of the SS-27 ICBM to a road-mobile test launcher of the RS-24 ICBM prototype and for the manner of its accountability under the Treaty.
JCIC Coordinated Plenary Statement on Verification Procedures for the RS-24 ICBM Prototype at the Portal of the Votkinsk Machine Building Plant
The United States of America takes note of the Russian Federation Statement on Verification Procedures for the RS-24 ICBM Prototype at the Portal of the Votkinsk Machine Building Plant.
The Russian Federation states that RS-24 ICBM Prototype that the Russian Federation is producing at the monitored facility, the Votkinsk Machine Building Plant, is a prototype of an ICBM for mobile launchers of ICBMS. The launch canisters in which the prototype ICBM, and full-scale models of it, exit from the monitored facility have external and functional differences that will make it possible to distinguish these launch canisters from other items of continuous monitoring. These external and functional differences, shown in the two photographs attached to the statements of the Russian Federation and the United States of America, consist of a removable technological section on the forward ed of the launch canister, which is painted red, and a four-digit number painted on the left side of the launch canister.
In connection with the foregoing, the United States of America believes that the verification procedures currently in use at the portal of the Votkinsk Machine Building Plant are sufficient to confirm type [sic] of launch canister for the RS-24 ICBM prototype, and that there is no need to agree on additional verification procedures as provided for in Paragraph 4 of Section XVI of the Protocol on Inspections and Continuous Monitoring Activities Related to the Treaty.
