Defense Microelectronics Activity (DMEA) Strategic Plan Overview

Delivering microelectronics solutions to meet the needs of the Department is the mission of Defense Microelectronics Activity. Our microelectronics professionals provide critical products, services and expertise to support defense operations and deliver weapon systems readiness. They also ensure sustainment of legacy capabilities to offer a cost effective alternative throughout the service life of a wide range of weapons systems.

This plan aligns our strategic goals with the National Defense Strategy, the Secretary of Defense’s Priorities and USD (Acquisition and Sustainment) goals and priorities, and translates these goals into specific objectives and lines of effort. Important elements of this Strategic Plan are the outcome-based measures of performance to drive and gauge progress toward planned outcomes. This Strategic Plan prompts responsiveness by expressing clear short and long term goals that are specific, measurable, attainable and time-based. These goals represent focus areas that align customer needs with organizational capabilities to shape actions and resourcing decisions throughout the DoD microelectronics enterprise.

Goal 1

Provide Flexible, Full-Spectrum Microelectronics Solutions

Enhance the potential of the Department of Defense using full-spectrum in-house technical microelectronics knowledge and capabilities. Furnish solutions from requirements development through delivery for low volume and flexible mixed production at a rapid pace, with high quality and reliability to provide bespoke engineering services to Department of Defense organizations with microelectronics requirements.

  • Engage with government and industry to design, develop, enhance, replace and leverage appropriate solutions to meet the microelectronics needs of the Warfighter.
  • Provide a direct source for rapid development of especially unique and sensitive technologies to outpace the Warfighter threat environment.
  • Maintain the mainstream technologies critical to sustain continued weapon system operations that industry is unable, or unwilling, to produce.

Goal 2

Accelerate Microelectronics Acquisition and Provide Technical Oversight

Acquisition of microelectronics is critical to all major program offices. DMEA provides accelerated acquisition, system engineering expertise and guidance in microelectronics-based engineering services to Government agencies through the ATSP contracting vehicle.

  • Facilitate access to address critical Warfighter requirements and the challenges of current and emerging Department of Defense microelectronics and related issues.
  • Provide programs with technical expertise to address critical Warfighter requirements and the challenges of current and emerging Department of Defense microelectronics and related issues.

Goal 3

Ensure Rapid Access to Advanced Trusted Microelectronics and Accredit Trusted Suppliers per DoD Instruction 5200.44

Ensure the USG has access to a robust ecosystem of DMEA-accredited Trusted suppliers and processes via the Trusted Access Program Office (TAPO).

  • Facilitate cost-effective access to advanced Trusted integrated circuit technologies & microelectronics manufacturers for DoD, other US Government programs and their contractors.
  • Perform accreditation of Trusted application-specific integrated circuit service suppliers, and issue guidance and updated criteria on use of Trusted suppliers.
  • Provide programs with trustworthy and impartial subject matter experts to assist in program success. Drive US Government innovation in semiconductor security through broad collaboration.

Goal 4

Deliver Secure, Cost-Effective Radiation Qualification Testing and Research

Enhance the capabilities of partner organizations through distinctive in-house testing and research

  • Provide reliable, cost-effective total ionizing dose test services in a secure facility for Government and industry needs.
  • Enhance business practices and methodologies to better deliver test services
  • Expand radiation facility utilization in support of science, research and cooperative opportunities.
