Jeffery A. Carter

Deputy Assistant Secretary of War for Product Support


Mr. Jeffery A. Carter, a member of the Senior Executive Service, is the Deputy Assistant Secretary of War for Product Support and serves as the Principal Advisor to the Office of the Secretary of War (OSW) leadership on policies, procedures, and actions related to the readiness and sustainability of major weapon systems. He is responsible for the development and implementation of acquisition and sustainment strategies and processes providing the Warfighter with cost-effective weapon system readiness across the life cycle. In addition, Mr. Carter coordinates and synchronizes ASW(S) international and partner engagements. He also manages the life cycle logistics and logistics workforce for the Department of War.

Prior to current assignment, Mr. Carter was the Executive Director of Operations & Readiness Directorate G-3, Army Materiel Command (AMC). In this role, Mr. Carter led and was responsible for planning, directing, integrating, and coordinating the execution of all operations to include Joint and Army Exercises, Training, Army Prepositioned Stocks (War Reserves), Army Materiel and Equipping Readiness, Strategic Support Area Preparation, and Army Power Projection/Installation Readiness.

Preceding AMC, Mr. Carter served as the Chief Operating Officer for United Dynamics, Aerospace and Defense, a design engineering and manufacturing firm supporting commercial aviation and DoD weapons platforms and transport aircraft with design/reverse engineering, new manufacturing, as well as maintenance, repair, and overhaul of flight critical accessories.

Mr. Carter is a retired U.S. Army Colonel with 28 years of commissioned service. A career logistician, Mr. Carter deployed in support of Operation Iraqi Freedom, Operation Inherent Resolve, and Operation Freedom Sentinel. His last assignment before retirement was the Director of Logistics, U.S. Army Europe & Africa (USAREUR-AF G4) in Wiesbaden, Germany.

Mr. Carter is an Army War College Graduate and Fellow at the Institute of World Politics. He holds a M.A. in National Security and Strategic Studies from the U.S. Naval War College, a M.S. in Logistics Management from Florida Tech, a B.B.A. from Cameron University, and a Certificate of Specialization, Business in Society, from Harvard Business School.

Mr. Carter’s civilian awards include an Army Superior Civilian Service Medal. While on active duty, he was awarded the Army Distinguished Service Medal, the Defense Superior Service Medal, the Legion of Merit (2nd award), and the Bronze Star among other campaign and service medals.
