Since 2013, the DoW Operational Contract Support (OCS) Action Plan has served as a strategic guide to establish OCS as an enduring Defense capability. As part of the Total Force (U.S. military, DoW civilians, and contractors), contracted support will continue to play a vital role in the success of decisive military operations; train-advise-assist missions; counter-terrorism operations; and humanitarian assistance and disaster relief operations. Beginning in FY 2026 the DoW OCS Action Plan will be published biennially.
The Department conducts an OCS capability assessments and updates OCS Action Plan goals, objectives, and milestones to improve integration of OCS capability and ensure compliance with law, Department of War (DoW) policy, and emerging requirements. The strategic actions outlined in this plan support the following lines of effort (LOEs):
- LOE 1: Establish Enduring OCS Personnel and Organizational Structures
- LOE 2: Integrate OCS in Plans and Planning Products
- LOE 3: Leverage OCS Knowledge, Data, and Information Management
- LOE 4: Enhance OCS Training, Education, and Leader Development
