Functional Capabilities Integration Board (FCIB)

Co-Chaired by the Deputy Assistant Secretary of War for Logistics [DASW(Logistics)] and the Vice Director for Logistics, Joint Staff J4 (VJ4), the OCS FCIB is the senior-executive-level Department of Defense governance forum responsible for strategic direction, coordination, and guidance to establish OCS as a core capability. The Board carries out this mission through collaboration and coordination across the Joint Staff, Combatant Commands, Military Departments, OSW Staff, and Defense Agencies to address areas including OCS strategy, planning, program management, requirements definition, operations, exercises, contingency, crisis action, and combat and post-combat issues. The FCIB governs OCS Action Plan content and implementation, while ensuring compliance with appropriate authorities and policy.

OCS Data and Information Group (DIG)

The Operational Contract Support (OCS) Data and Information Group (DIG) is a working group chartered under the Department of War (DoW) OCS Functional Capabilities Integration Board (FCIB). 

The OCS DIG works to enable and support the Department’s OCS community of interest (COI) with the ability to find, access, and integrate OCS data in support of planning and managing OCS activities through:

  • Enabling collaboration and knowledge sharing on OCS-related systems and tools across Combatant Commands, Services, Joint Staff, and Combat Support Agencies;
  • Expanding access, availability, and use of data in support of planning for and fulfilment of operational requirements through contracted support; and
  • Developing OCS-related training products, resources, and demonstrations.

The OCS DIG addresses gaps in OCS knowledge, information, and data management within the Department’s OCS COI and may establish enduring or ad-hoc working groups to address isolated or systemic challenges.
