Janice M. Muskopf, Director, Pricing and Contracting Initiatives

Ms. Janice Muskopf serves as the Director, Pricing and Contracting Initiatives, in the office of the Principal Director, Defense Pricing and Contracting (DPC), in the Office of the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)). She is responsible for contract pricing matters throughout Department of Defense (DoD) enterprise, in support of the Department’s 30,000 contracting professionals who spend over $300 Billion annually to bring world-class capability to the warfighter. Ms. Muskopf formulates and oversees complex, DoD-wide pricing, profit, and contract financing policies and strategies supporting major defense acquisitions for the Department. As DoD’s senior advisor for acquisition and procurement negotiation strategies on major defense acquisition programs, she provides business advice and negotiation expertise, partners with the Components to pilot Defense-wide improvements and leverage best practices in pricing and contracting, and fosters opportunities for the DoD workforce to continuously grow its pricing skills.

Prior to assuming her current position as a member of the Senior Executive Service in the Office of the Secretary of Defense, Ms. Muskopf was the Chief of the Pricing Division, Directorate of Contracting, Headquarters Air Force Materiel Command (AFMC). In this role she served as the Air Force Pricing Subject Matter Expert, represented the Air Force on the DFARS Pricing Committee and FAR Finance Council, and provided AF contracting professionals with standard processes, tools and training to ensure acquisition excellence in the field of pricing. She led numerous initiatives such as the DoD Sole Source Streamlining Toolbox, an enterprise-wide analysis tool that is comprised of over 40 proven real-world techniques to enable the workforce to expedite the acquisition process based on best practices, without sacrificing the quality of the deal.

Ms. Muskopf has more than 30 years’ experience in the contracting career field. Among her prior assignments are serving as a Contract Negotiator, Defective Pricing Contracting Officer, Contract Cost/Price Analyst, Financial Management Cost Analyst, Source Selection Pricing Advisor, and Senior and Supervisory Price Analyst.

She holds a Bachelor of Science in Finance from Miami University, Oxford, Ohio and a Masters in Business Administration from the University of Dayton. In 2018, Ms. Muskopf was selected as recipient of the Office of the Secretary of Defense’s Pricing and Contracting Legends Award.
