- This memo tells the Military Departments and Defense Agencies: 1) Not to follow part of the subject interim rule until FPDS-NG has been modified appropriately. 2) That a clause in the interim rule must be incorporated into certain contracts that were awarded before June 30, 2007, the effective date of the interim rule.
