The Naval Postgraduate School is offering a non-resident Master of Science in Contract Management (MSCM) degree for all OSD, DOD, and Federal employee student applicants, commencing on Tuesday, July 8th, 2014. The application process for qualified students is now in progress and will continue to May 15th, 2014.

This memorandum is to notify you that the September 2013 Contract Data Scorecard metrics are posted at the Program Development and Implementation (PDI) webpage. Instructions on how to read the Contract Data Scorecard metrics are available at the PDI webpage. This memorandum also requests Components review the list of offices that post fewer than 60% of their actions with line item data to the EDA system and provide a plan of action in accordance with end-of-year verification and validation requirements to PDI by December 18, 2013. Mr. Richard Ginman, Director, Defense Procurement and Acquisition Policy (DPAP), Ms. Susan Pollack, DPAP senior staff, and Ms. Kim Zeich, Deputy Director of the U.S. AbilityOne Commission, recognized contracting workforce members of the Washington Headquarters Service (WHS) at an All-Hands event hosted by Ms. Linda Allen, Director of the WHS Acquisition Directorate. Each award recipient was presented with a DoD U.S. AbilityOne Commitment-in-Action Certificate of Appreciation, signed by Mr. Ginman and Mr. Tony Poleo, the Chairperson of the U.S. AbilityOne Commission. Mr. Wes Bennett, Mr. Brent Brinson, and Mr. Brett Clark, were recognized for their exceptional leadership, dedication, and assistance to DPAP in executing multiple task orders for the Contract Management Support services program. Mr. David Dornburgh, Mr. Bryan Kiser, Mr. Dan Whetsell, and Ms. Alvina Woodson were recognized for their dedicated leadership in contracting with AbilityOne for the Total Facilities Management services at the Mark Center. Ms. Joelle Faucher was recognized for her outstanding and proactive support on the AbilityOne procurement for the DPAP/DARS Archival and Index project. A final award was presented to Ms. Allen for her outstanding leadership and steadfast team support to DPAP. Congratulations to all of the award recipients who have proven to be AbilityOne Champions!

This message provides guidance to DoD activities when supporting a "humanitarian or peacekeeping operation" as defined at FAR 2.101.

In supporting DoD's response to Super Typhoon Haiyan apply the authority provided at DFARS 218.270. When a "humanitarian or peacekeeping operation" is named, the simplified acquisition threshold is raised to $300,000 for DoD purchases that are awarded and performed, or purchases that are made, outside the United States in support of that operation. The simplified acquisition threshold is defined at DFARS 202.101.

This authority does not increase the simplified acquisition threshold for stateside purchases.

Contractor Past Performance Assessment Reporting - 3rd Quarter FY 2013

Past performance compliance is a focus of OFPP, as identified in its memorandum of March 5, 2013. The Director, DPAP is tasked with monitoring and communicating compliance information to the senior procurement executives on a quarterly basis. This memorandum includes data as of July 1, 2013, identifying the specific agencies with their overall score for the third quarter of FY 2013 as compared to the second quarter data of April 1, 2013. The DoD-wide percentage improved an overall 3.95%, increasing from 73.58% to 77.53%. The memorandum identifies the FY13 goal of 85% and reminds components to register contracts that meet the DoD thresholds. Further details are provided within the memorandum.

Naval Business Innovation Initiative MMOWGLI Round 2 Invitation

In the biiMMOWGLI game in January 2013 where we explored the challenges to the Naval Open Systems Architecture strategy. We gained great insight into how industry views certain aspects of open business models, and the challenges they present to the acquisition workforce. Now we are ready for Round 2.

biiMMOWGLI Round 2 will focus on "OSA Incentives and Motivations." In this round, we will explore the corporate profitability potential of different OSA business models, and examine the positive benefits to the warfighter, taxpayer, and acquiring organizations. Together, we are interested in finding innovative ways to effect better outcomes for all stakeholders.

biiMMOWGLI Round 2 will begin July 15th - 26th, 2013:

  • The first five days will consist of card play;
  • The next four days will be dedicated to action planning; and,
  • In the final three days, everyone will have a chance to review action plans, vote and select winners.

The results of this game will be used immediately to formulate new guidance to Program Managers in the acquisition of National Security Systems. Your ideas are important!

CON 115 "Contracting Fundamentals" has been converted into three separate distance learning courses as of January 14, 2013. The conversion results in no change in course content, certification/prerequisite requirements, and course length. The new course designations are CON 121 "Contract Planning," CON 124 "Contract Execution," and CON 127 "Contract Management." The courses are required for Level I certification in the Contracting career field and must be taken in sequence. Corresponding changes have been made to Level I certification in the Industrial/Contract Property Management career field, and to Level II certification in the Purchasing career field.
