Lt Col Karen A.F. Landale is Chief of Contingency Contracting Policy, Defense Pricing and Contracting (DPC), Office of the Under Secretary of Defense (OSD) for Acquisition and Sustainment (A&S), US Department of Defense (DoD). She is responsible for the development of effective contracting policy for DoD contingency operations, ensuring the Contingency Contracting Officer workforce is trained and equipped to meet current and future requirements, and for reviewing, drafting, and advocating for contingency contracting legislation.

Lt Col Landale entered the Air Force in May 2002 through the ROTC program at the University of Tampa (a crosstown university for the host, University of South Florida). The majority of her career has been in operational contracting, at both below- and above-wing levels. She served as a Team Lead and Flight Commander at the contracting squadron level, and as the Chief of the Strategic Sourcing Strategy and Analysis Flight in the Enterprise Sourcing Group, the predecessor organization to the Air Force Installation Contracting Center. During her five operational deployments, she twice served as an Administrative Contracting Officer for the Army’s multi-billion-dollar Logistics Civil Augmentation Program (LOGCAP), once served as an Administrative Contracting Officer for the Air Force Civil Augmentation Program (AFCAP), and also served as Deputy Chief of a Regional Contracting Center. She served an Assistant Professor in the contracting curriculum at the Graduate School of Business and Public Policy at the Naval Postgraduate School in Monterey, California upon earning her PhD in Business Administration from the University of North Carolina at Chapel Hill.

Prior to her current position, Lt Col Landale was a Senior Developmental Education Fellow in the Blue Horizons fellowship at Air University, Maxwell AFB, Alabama. In this capacity, she created the BIZINT App prototype, which is a commercial market visualization tool that Contingency Contracting Officers can use to collect and share supply and service capacities and other important vendor and marketplace information. This type of business intelligence can be leveraged by operational planners from every function to help make “take vs. buy” logistical planning decisions. Prior to her Blue Horizons fellowship, Lt Col Landale was Commander, 773d Enterprise Sourcing Squadron at Joint Base San Antonio-Lackland where her unit directed and shaped enterprise-wide medical solutions to enhance medical capabilities and achieve sourcing efficiencies. In total, her unit executed $163M annually and managed a $6.1B portfolio of medical supplies and services in partnership with the Air Force Medical Service.
