Commission on Army Acquisition and Program Management in Expeditionary Operations

In 2007, the Secretary of the Army established an independent commission: the Commission on Army Acquisition and Program Management in Expeditionary Operations. The Commission was chaired by Dr. Jacques Gansler, former Under Secretary of Defense (Acquisition, Technology, and Logistics). The Commissions Final Report (October 2007) included 40 recommendations in four broad areas: personnel, organization, training and tools, and legislation/regulation. These included 18 recommended actions for OSD and 22 for Army. The report is available at:

Section 849 of the NDAA for FY 2008 required the DoD to evaluate the Gansler recommendations. The Department established Task Force 849 to conduct this analysis. The Task Force issued its report to Congress in June 2008:
