Mr. Pelkey is the Acting Deputy Director for Program Acquisition in the office of the Director, Defense Procurement and Acquisition Policy (DPAP), in the Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics. Prior to being named Acting Deputy Director, Mr. Pelkey was on the staff of the Deputy Director, Program Acquisition and Contingency Contracting, advising the Director, DPAP, in areas such as program acquisition strategies, contract incentives, program execution, and acquisition policy.

From 1996 to 1999, Mr. Pelkey was a Procurement Analyst and Case Manager on the Defense Acquisition Regulations (DAR) staff in DPAP, responsible for executing the process of making changes to the Federal Acquisition Regulations (FAR) and the DoD FAR Supplement in support of the DAR Council.

Prior to joining the Office of the Secretary of Defense, Mr. Pelkey served for 16 years as a Contract Specialist and Contracting Officer at the Naval Air Systems Command. He negotiated contracts for programs such as the HARM missile, A-6 aircraft, ARC-210 radio, and myriad avionics and communications systems. He also supported the Navy/Justice Department litigation team subsequent to the termination of the A-12 program.

Mr. Pelkey holds a Bachelor of Arts in Economics and a Masters degree in Business Administration from Virginia Tech.
