In early June 2016, the Office of Defense Procurement and Acquisition Policy signed a Memorandum of Understanding (MOU) with the General Services Administration (GSA) targeting the execution of $500 million in 4th Estate services acquisitions under OASIS. This MOU builds upon the Military Departments' experience in achieving successful acquisition outcomes leveraging OASIS. Further, the MOU demonstrates DoD's belief that OASIS offers a cost-effective tool to meet certain warfighter needs by securing the lowest fees for usage in the acquisition of a broad variety of professional services. The Contract Access Fee (CAF) is 0.10% for 4th Estate organizations under this MOU and is applied to everything invoiced in a task order.
The OASIS and OASIS Small Business (SB) are multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contracts that provide flexible and innovative solutions for complex professional services. These contracts:
Unlike GSA schedules, GSA OASIS contracts do not have pre-negotiated price lists.
The core disciplines of the contract include: program management services; management consulting services; logistics services; engineering services; scientific services; and, financial services.
Members of the Department's 4th Estate are encouraged to explore OASIS and strongly consider its use for Professional/Administrative/Management Support Services (Product Service Code Category “R”) and Special Services/Analysis (Product Service Code Category “B”).

In order for 4th Estate organizations to issue task orders off of GSA OASIS, all Ordering Contracting Officers (OCOs) must complete Delegation of Procurement Authority (DPA) training. DPA training is provided to 1102 (contracting) personnel only and only warranted Contracting Officers are elegible to receive a DPA.
Other training is available for Program Managers, Contracting Officer’s Representatives (CORs), and other program personnel, although they are not eligible to receive a DPA. Best practices are encouraged.
To get started, all 4th Estate organizations are strongly encouraged to request and schedule OASIS training as a group using the request form provided on the GSA OASIS web site at the earliest opportunity.
