DoD's Installation Energy Strategy
The DoD operates buildings and facilities at over 500 military installations in the United States and overseas. The Department’s inventory is diverse, encompassing barracks, commissaries, data centers, office buildings, laboratories, and aircraft maintenance depots. Installation energy consists largely of traditional energy sources used to heat, cool, and provide electrical power to these buildings. It also includes the fuel used by non-tactical vehicles housed at DoD installations. The Department spends over $4 billion a year on energy at fixed installations. These installations are largely dependent on a commercial power grid that is vulnerable to disruption from aging infrastructure, weather-related events and direct attack.
ODASD(ER&O) implements the DoD’s installation energy strategy to ensure mission assurance for the warfighter, reduce energy costs, and improve the energy and climate resilience of our fixed installations. DoD’s installation energy strategy includes:
1. Reducing the demand for installation energy and water through conservation and efficiency
2. Expanding the supply distributed (on-site) energy for mission assurance
3. Improving the energy grid and storage resilience of our installations
4. Leveraging advanced technology for energy resource efficiencies and increased security
5. Improving the cybersecurity of mission critical facility-related control systems
This strategy supports the Department’s strategic goals and the Nation’s energy security goals. Successful implementation of this strategy will improve energy performance at DoD installations and ultimately lower energy and water costs, stimulate energy technology innovation in the private sector, improve mission assurance through energy and water resilience of our military bases and ensure the cyber security of facility related control systems.
