Installations are critical weapons systems. Extreme weather and water disruptions threaten the safety and security of installations, risking mission assurance and strategic deterrence. Resilient installations ensure that the warfighter can remain mission-focused despite extreme weather, energy and water disruptions, or other adverse conditions.
For these reasons, the Secretary of War's memo, "Mission Focus of the Department" (March 17, 2025) requires installations to be prepared for and resilient to extreme weather.
