PLANNING, PROGRAMS AND ANALYSIS
Planning, Programs & Analysis (PPA) is responsible for planning and program management of international cooperative activities within acquisition and logistics programs in support of regulatory and statutory requirements under the purview of Director, IC and the USD(A&S) to that best meet the operational needs of the Department of Defense. International program aspects cover the full spectrum of DoD planning and execution activities, from the initial capability gap definition through disposal, transfer and demilitarization processes. The key considerations include procurement of the most qualified systems to meet validated needs (including from foreign vendors), the coalition enablers for systems and platforms to be effective in operations, protection of these systems, and support to multinational forces during operations.
PPA is involved in the coordination of program documentation to assist sponsors incorporate and develop their plan to meet the near-term and long-term goals of the program. To support these goals, PPA is responsible for a variety of programs, processes, policy development and oversight/engagement activities. This includes sponsoring cooperative research and development and DoD industry projects to conduct early development planning for exportability, authorization and approval of international agreements for research, development, production, acquisition and follow-on support, DoD policies and regulations, joint requirements, acquisition program documentation, technology security and foreign disclosure analysis and decisions, technology transfer and export control reform, defense trade advocacy assessment and oversight, multinational logistics, legislative issue analysis, and DoD budget planning.
